What does it take to be a sheriff?
Published Sunday, November 1, 2009
NATCHEZ — All seven candidates on Tuesday’s ballot for sheriff bring to the table a significant amount of law enforcement experience, but voters need to be aware of more than just crime credentials, state and local officials say.
Business know-how, education, integrity, communication skills, a selfless nature and, of course, experience, are all necessary qualities for a good sheriff, said Sheriff Willie March, the president of the Mississippi Sheriff’s Association.
In order to serve the public, a sheriff must combine professional and personal characteristics and apply them to his or her administration.
“A sheriff has to be a committed person,” said March, who is sheriff in Holmes County. “A sheriff should have concern about the community in which he serves.”
Concordia Parish Sheriff Randy Maxwell, on the job for approximately 20 years, said there are certain personal traits a good sheriff exhibits.
“A sheriff has to have true compassion. He has to have the ability to work well with others — not only within his office, but within the community,” Maxwell said. “He has to have the qualities of a leader and a motivator. If he’s successful, the community will be successful.”
Experience/Education
Voters must always weigh the value of experience versus the benefits of a book education when it comes to selecting elected officials, but Franklin County Sheriff James Newman said during the past 30 years the demand for professional experience has risen, especially when it comes to voters selecting who protects them.
“(Voters) know now they need someone who knows about law enforcement,” Newman said. “Education is not worth a dime unless you can take your education and apply common sense to it.”
Candidates in this election bring a varying level of experience to the table, from a high school diploma to a master’s degree in criminal justice. Others have received on-the-job educational opportunities through law enforcement clinics and classes.
Combined, the field has 180 years of experience, and each individual has more than 10 years on the job.
But some experienced law enforcers say when it comes down to serving and protecting those in their counties, experience trumps education.
“There is nothing more valuable than experience,” Maxwell said. “They don’t teach in school what abilities you need when you become sheriff or what happens when they pin this badge on you. That’s not in the books, but that’s the most critical thing.”
Public service
Newman said during his 27 years spent as Franklin County sheriff, he has come to realize that his job doesn’t start and end at his office door.
A good sheriff must be able to work alongside other law enforcement chiefs and sheriffs, always with the best interest of the public in mind.
“You always stay open minded. You work together,”
Newman said. “In major catastrophes and tragedies, you don’t really stop at the county line. If another sheriff is in a bind, you help each other.”
And that spirit service must extend beyond law enforcement circles as well, Maxwell said.
“I think the ability to listen to people and the ability to never forget that you represent all the people is important,” he said. “I spend just as much time with the poorest guy that we have, and I give him just as much attention as I give the richest guy we have.”
Business administration
But it may be the biggest misconception about the job of sheriff that in fact carries the greatest responsibility, the sheriffs said.
As sheriff, you aren’t on the streets chasing robbers day in and day out, they said. Though the sheriff must be involved in crime fighting, his bigger job duties are in the office.
One particular responsibility of a sheriff that Maxwell said is often overlooked is the managing of the office’s budget and hiring deputies who uphold the law to the highest degree.
“The cops and robbers part of this job is the easiest thing I do,” he said. “It’s the management of the people and the management of the money that is the most challenging thing you do every day.”
Adams County has allocated $3.6 million to the sheriff’s office for this year, which the elected sheriff will be in charge of managing in three sub-categories — the sheriff’s office, the jail and courthouse security.
Self Sacrifice
According to March, the honor of serving as high sheriff sometimes comes at a high cost.
“Sometimes your family may suffer, but that’s just part of it,” March said. “If you’re sheriff, they call you, and you have to answer the telephone. You have to be approachable so people can talk to you and get in touch with you.”
However, at the end of the day, Newman said some of the most basic principles of being a good sheriff are an open mind, an open heart and the desire to take care of the people you’re sworn to protect.
“They don’t expect you to be a hero every day — they just expect you to do your best,” Newman said.
Polls in the Adams County sheriff’s election open at 7 a.m. Tuesday and close at 7 p.m.
Candidates are Ray Brown, Cliff Cox, Randy Freeman, Craig Godbold, Chuck Mayfield, Roosevelt Owens and Greg Wisner.

That's too bad sassey39120. He couldn't show up not just once but twice to a forum to tell the public what he's about. Do you really think he could be an administrator of the whole department plus balance a budget?

Maybe he,s not as good of a speaker as some and he might have thought that would work against him. He,s done a good job as a deputy, constable, etc. in law enforcement and is respected and well liked around a lot of folks. We have lots of silver tongues in Washington.
I think Randy would do what is required of him as sheriff. He may not make the best sheriff in somes view but i believe from knowing him he would do his best as sheriff.

"What does it take to be sheriff"???
--> Why ponder the question when you so blatantly publish your blind bias in the same edition. How absurd is that?

The question to ask is who will cave in to federal powers when the time comes? I think all 7 candidates will. The sheriff is the most powerful person in the entire country...in his county! The sheriff can tell the president to get out of his county or lock him up in jail if he had reason to.Also all 7 of the canditates want bigger goverment(add some new program or expand some program) yeah waiting is 3.6 million FRN's but what will come next year? This is one Adams county election where I can say that I don't mind beinging in Concordia parish and not having to choose any of these candidates but I hope one candidate does not win or even make the run off(that will happen) no matter how much money they have been given.

Randy is a nice guy. Don't get me wrong. But does that mean he can carry out all the duties as Sheriff? His best may not be THE best for Adams County. He won't be able to shy away from public speaking and he has to be able to communicate to the public. I've witnessed other public figures stumble through speaking and it's excruciating and humiliating for them. The Sheriff needs to be ALL these things and someone we can be proud of to represent us.

These statements by other sheriffs in our area have echoed what I stated in my other comment. The right person for this job is Ray Brown. He like the others has the experience but he trumps the others with the heart ,compassion, detication and desire to serve ALL of Adams county's citizens. Vote Ray Brown!!!! I will.GOD bless you Ray!! Keep pushing on to VICTORY!!!!!!!!!!!

Go ahead Ntz. vote in Ray Brown, that way you can continue down the path of becoming more like Fayette or Jackson since that seems to be the way you are heading anyway. Heck Obama is sending this country that way too, why not help him out and send Natchez there ahead of him. All of the killings and crime that Natchez in building down there is a great path. No longer is it a place where a person can walk alone without fear. Great Job your on the right path to self destruction!!!!!!!!!Glad I got my family away when I did!!!!!!

Quiet frankly I'm confused. I've had it in mymind to vote for Randy Freeman since day one. I've known him most of my life and know him to be a good person but the more I read these post the more I'm in doubt. Randys not always available when I call and most times when he is, he is very short on the phone. Never really have time to explain the reason for calling.( Of cousre that could change if he wins) As a longtime friend I love and respect Randy Freeman but I'm just not sure anymore. But...I don't know any of these other candidates. Not one of them have been by my home or contacted me in any form so why would I vote for them either? This is going to be a hard decision for me to make. I just don't know.

Folks (as well as any would-be sheriff) need to remember that the office is the HIGHEST peace officer in the county or parish. They take an oath to 'preserve, protect, and defend the Constitution' of the United States. They are answerable to no one, except the Governor of their state. Oh, and their real 'bosses' are the people who elect them.
They do not answer to federal officials. They do not answer to a mayor or to city councils or any other local politician. They answer only to the people. If they take their oath seriously, we will be on the way to restoring our once great country.

mseyes47,
Your confusion should be an indicator that your heart isn't in it. Randy won't change IF he gets into office. It will be harder to reach him then. I hear he's always on his cell phone talking non-stop to Cheryl even when he's suppose to be working. Please don't vote for him just because you've known him all you life. That's the mistake many voters shouldn't make. Just because he's a good constable, does that mean he can run a department with over a 3 million dollar budget and staff of more than 70? I think not. He doesn't have the experience for that. Vote for a good leader and a person you can be proud of to represent Adams County.

Historically, all of Adams County's sheriffs have been hacks, flacks, and otherwise amateur law enforcement officers. It isn't going to change with this election. A county usually gets the quality of law enforcement it deserves. Adams County is just taking another dose of what it calls "medicine." Others call it good ole boy crapola.

My vote is for Randy Freeman the best for the job. Think about it. He needs to take care of the whole county!

Randy Freeman is sch a joke. Anyone who is voting for him because he is a good man is making a big mistake. Randy has no business running this county. Its ok I think he will be the 3rd runner up anyway, he wont go in. He cant even speak in public, I mean come on people. Please make your vote count and if you give it to Randy its wasted. He has never done anything to me at all but I know he is the wrong man for this job. So Tuesday please dont vote for Randy Freema.

BenCole,
What made you so mad and jaded? This is a chance for CHANGE in a big way for Adams County. We deserve the best law enforcement that can be provided and not the good ole boy mentality. This shouldn't be a popularity contest or a vote for your kinfolks. It's an election for our Future. The man with the best qualifications in leadership and experience is Chuck Mayfield. The Natchez Democrat is SPOT On when they gave him their endorsement. Chuck Mayfield can change this Department into a professional, trained and respected entity of this county. Chuck is Change for the Better!

Mr. Maffield has worked in the office more of his work time than on the streets. You must think about that. Keep that in mind when you vote. If he's as good as you think, (notice I use the word THINK) why isn't he already sheriff after all these many years.
If my own son or daughter ran for office they would never get my vote. Simple reason, they are not qualified. Please leave kith and kin outside of the polls and vote.
mseyes47, I've worked around all these guys for 15 yrs tho' not a close friend, Mr. Godbold may know me on sight if not by name. After much prayer I know I'm being led to vote for Greg Godbold. After prayer and an open mind it will lead you in the right direction. We need to leave it to God to direct us in the right way..

If you want things to change back to the way they were when Tommy Ferrell was in office vote for Cliff Cox or Chuck Mayfield but if you want things to stay the way Sheriff Ronny Brown ran them than vote for RANDY FREEMAN!!! Randy will not try to reinvent the wheel he will keep things the way Ronny ran them as a TEAM with everyone doing the job they were hired to do. RANDY FREEMAN FOR SHERIFF!

It's time for a change. Even from how Sheriff Brown ran things. Chuck Mayfield is his own man, he is not Tommy Ferrell. Randy Freeman, I'm afraid wouldn't change things because he's to afraid...He'll do it like they tell him to.

And who in the world is Greg Godbold?! Chuck Mayfield didn't just sit in an office while his guys were out on a job. He was side by side with them.

I would like to begin by stating the obvious. Reading sherrif-ellect post, it has become revelant, that many people are casting their ballots, primaraly on race. This is truely the epotome of ignorance. This is a VERY IMPORTANT ELECTION. When voting, it is a voters RESPONSABILITY to choose the best canidate fit for the job based on credentials, not lineage.
Please remember, the person you elect as sheriff, will DIRECTLY EFFECT nearly every aspect of your life, rather you realize this or not. If you are simply basing your vote on race or popularity, please stay at home. You are only causing more problems. There is no reason for such blaten ignorance.
We are lucky enough to live in a country where any adult can vote. This seems to be a downfall. People voting based on popluarity, friendship, and race are the reason for the corruption and abuse in elected officials now.
Posted by OldGrandDad (anonymous) on November 1, 2009 at 4:04 p.m. (Suggest removal)
rebelettebelle, please help me out and tell me how you have learned they are voting according to race from reading their posts.

rebelettebelle no-one could have spoken truer words. You described AC very well. Had I said the same thing mine would have been deleted. If you would read The Thinker's thought about my vote you know that's the true way the voter's think. They don't take the little bit of trouble to find out who's running for what. This reply to me is probably a kin person (mom probably) that considers just her/his self instead of what's best for the whole county. For him/her not to know Greg Godbold is her/his ....ignorance. A few dollars or maybe a bag of ? will buy a vote. Too many people have died to give me my voting privilege and I will not waste it on kith or kin. I only know Greg as a faraway admirer, not a close friend. Anyone who reads this news paper should know who he is. He does not talk or brag about his, accomplishments the paper does it for him. yet they tell only half the story. To protect and serve the people of AC is his personal goal.

"The sheriff is the most powerful person in the entire country...in his county! The sheriff can tell the president to get out of his county or lock him up in jail if he had reason to."
+++++++++++++++++
How stupid. The posts here never seem to amaze me. "The sheriff can thell the president to get out of his county..." Try telling that to descendants of George Wallace in Alabama. I'm sure they would TRY to explain to you the President (LBJ) would send Federal troops into ANY county in the U.S. if HE feels it's necessary. Oh by the way rocket scientist, ANY law enforcement official can arrest anyone if "he feels he has a reason to" not just the sheriff! Furthermore, why are you concerned about what happens in Adams County anyway? You hillbillies in Concordia Parish have your own problems to worry about.

Hillside Manor so sorry, The first time I ever heard the name Craig Godbold many years ago, i silently spelled his name in my mind and I spelled it Greg. I've always tried to work on my memory (IT'S TERRIBLE) How silly of me for I have read numerous accounts of him in the paper and have seen his name in print and I still go back to "Greg". Thanks for calling my attention to that fact. I promise to do better.

Chuck, Ray, Craig, Cliff anyone of these can run it better than trying to let Randy Freeman in there. Those of you who are for Freeman step back and look at him. He is very nice yes, but look at the big picture. Randy is a good deputy but not made to be a leader.

After intense research and endless hours studying all the facts, only one is truly capable of this demanding job. My vote goes to Clayton Gay. I know he's not on the ballot, by hey, write ins are acceptable. Fact, I think he is an auxillery Deputy. Fact, he has no signs up in the county, so he won't have to take them down.(I still see some Binky signs around). He has a repo operation, come Mardi Gras and Christmas Parades, we can have all vehicles picked up and towed, including Darbys. He has not made one promise, which means he won't have to keep any. He does not know the day to day operations of the department, so he won't replace anyone. He is an oil man, so he could get us new production inside the city limits, and help out with money problem. I can see it now....Oil storage tanks on Canal Street, pumpimg units next to Bowies. Treater heaters next to Tot, Teen and Mom, production platforms on the Mississippi River. (Vidalia would be so jealous). People take a close look at this race and I am sure you will see the wisdom in this choice. Vote Gay and be Happy.

Just because someone is a nice guy does not mean he can not do the job. some of the post on hear make no sense and are just to stir up trouble. i would rather an honest person doing the job that can learn some of the finer points of administration than a crokked person that knows how to hoodwink the community.

It never really seem to amaze me how I can go a month or so without reading certain comments, yet decide to see if intellect has prevailed only to see the same ole same ole.
Wake up folks, President Obama has nothing to do with the number of lives lost in two wars that we should not have been in. If you have done your home work, you would know that as a Senator, he voted against the Wars of No Mass Destruction. He has nothing to do with the number of deaths that are occurring in this country presently. This is the first African American president that we have ever had and this country for its entire life has been one govern by Caucasians. It amazes me that most of the people in Natchez forget the murders that has taken place in the name of and in spite of what is called Laws.
Change will make a difference because I can testify that anytime people of color are given a fair opportunity to do something, we excel at the task in most instances.
I do have a few questions for people like countryboy14u: why are you so afraid to give a person of color a chance? Are you so afraid of the possibility that they might succeed and not give you something to blame your short falls on that you would wish your own President ill wishes? Are you so closed minded that you cannot accept the possibility that a person of Ray Brown's character and experience might just be good as Sherriff or is his race blinding your judgment?
Life is too short to continue this Mississippi tradition of Blacks can't be good at that because it's only for whites. If Ray Brown is the best Deputy at this point, maybe just maybe, he will also be the best Sherriff.
Open you mind just a little. You too might also be amazed.

Why does everyone assume that Randy Freeman dodged forums because he was unable to speak in public? Why do you all use that as an excuse to not vote for the only 25 year veteran of the ACSO? The guy told you why he wasnt there and he apologized. I am now going to assume that all of these accusers were all at this forum waiting to talk to Randy. I doubt that. For anyone that knows Randy, he has no problems speaking with anyone. He is honest, to the point and knows the ACSO frontwards and backwards for (Ill say it again) 25 years. I know for a fact that experience ALWAYS makes the best man or woman for a job, not school, not a degree or even a whole wall full of certificates. Randy Freeman deserves this job because he knows the job inside and out. And hey, with this experience, he is a "good ole boy" too. I like that.

"It never really seem to amaze me how . . . "
The appropriate phrasing would be, "It never ceases to amaze me". Perhaps Ben could verify the IP addresses of these two users.

I just wanted to put it out there that Cliff Cox is very qualified for this position. And just to clear up anyone pointing fingers that we may be related, as I have stated before, we are. He is my brother in law. My name is Lisa Jester and I am very proud of him for standing up and trying to protect our community. He is an outstanding father, a wonderful uncle to my children, and a great friend and brother in law. Add that to the experience he has on any flier you can pick up around town and you have got more than a lot of people are giving him credit for. And for the record, we are VERY lucky to have some very qualified candidates running for sheriff.........lets stop complaining and get out and vote! Go Cliff Cox! I love you, and will be rooting you on tomorrow.
Your SISTER IN LAW

Mseyes47,
Do not base your decision on what other people's opinions are. Your vote is just that, YOURS! PLEASE, research every candidate and decide for yourself who you think the best person is. Do not let others sway you from what you feel is best. And don't worry about what other people will think of who you voted for because luckily our votes are anonymous and its no one's business who you vote for. You said it best when you said you had a lot of thinking and praying to do before the election. :)

Razz, I was told that a vote for Randy Freeman is what Randy Maxwell wants....... Plzzzzzzzzzzzzz!
I hope you folks dont vote for Randy Freeman.. I dont know him, but if Concordia Sheriff is backin him its trouble. I have moved from Concordia Parish about 3 yrs ago. But I remember how heartless that Randy Maxwell is...But you can cast a vote for Craig Godbold he is always about the truth.. Vote Craig on Tuesday ... The only one who cares about Adams County.................. Not the fame!!!!!!
Also I remember Chuck Mayfield...... have you all forgot about him getting in trouble with money missing from Narcotics? I wish I could find the article from that.. I just cant remember how he weaseled himself out of that one.
Say no to Cliff Cox too!
Posted by PeanutButterAndJellyYummm (anonymous) on November 2, 2009 at 11:50 a.m. (Suggest removal)
ConcordiaParent, Chuck Mayfield never took any money from Narcotics. First of all, the administration has to be audited. If any money had gone missing it would have shown up then and would have been all over the Democrat. Also, Chuck Mayfield is an honest man who has worked hard to give back to the community and do what he knows is RIGHT. Whoever told you that told you an outright LIE. As Bill O'Reilly would say let's keep this a "no spin zone." People who start these rumors should not be considered for this position. Chuck Mayfield has run his campaign clean, which is more than can be said for other candidates.

ConcordiaParent it is easy to "weasel" out of a situation that never happpened! THAT is an out and out lie.
Chuck is the most lawabiding person running in this sheriff race.

Im sure PB$J you know him pretty well. But I cant remember just what happen back when he was "forced" to leave Narcotics... Im just sayin..
gottabehappy I dont blame you for defending your man. But I think things are not as perfect as you try to make Chuck Mayfield he has skeletons....
Sorry if you dont agree but I like honest first. Were I live has taught me to trust the system again.. But back there in the Miss- Lou is all about power.

countryboy14u you sound just like most of the people in Natchez. You take every problem your city has and place blame either on the opposite race or political party or the next county or city. All of you all need to concentrate on what you bring to the table as a citizen. What have YOU done to help straighten up Natchez? The problems in Natchez are the responsibility of the elected officials THERE and the people THERE and are not the fault of other places who are having problems. Also, when is the last time you stayed, voted, lived, shopped etc in Fayette, Jackson, Meadville, etc. If you can't answer then you need to concentrate on where you live and leave those cities out of it. The forum is about Natchez and no place else!! Natchez is going down due to too many people pointing fingers and the citizens sitting around complaining and not stepping up. Glad that I have finally gotten away, sad for all those good people there in Natchez I left behind. Again the Natchez Democrat needs to take these post down. If a business wanted to come there and did research and read these posts, do you think they are coming? Most posts are filled with racial hatred, political hatred, and ignorance.

ConcordiaParent,
The problem is you're not saying anything that is anywhere near the truth! In other words, you don't know what you're talking about. Since you don't live around here anymore, why bother with our Sheriff race? And you apparently don't know Chuck that well or don't know the facts, just be nice and don't say anything at all!

Excuse me "brick" for brains. I know this may be asking alot but if you take the time to read MY post again HOPEFULLY (and I know this would be highly unlikely) you will understand what I wrote. "The POSTS here never seem to amaze me". This IMPLIES more than one post (PLURAL)! Plural - consisting of, containing or pertaining to more than one. This MEANS it would be inappropriate to use the word "IT". I have to keep reminding myself of the level of education you hillbillies have when it comes to threads here at the Nat Demo Online!

(repeated on another blog)
On the eve of the election, It is my hope that all citizens of Adams County take a good look at each of the candidates --- their education, experience, longevity, and especially their track record. Look at their actions --- did they start going to church right before the election, or have they been attending for many years? Did they start "being professional" just before the election, or have they been treating the citizens of our county with respect during their tenure as patrolman, investigator, or other? Are they "shacking up" or married? Have they given to the community in the form of community service? volunteerism? or just what they were PAID to do. These questions matter!! These actions define the man/woman as who they truly are, and not what they want you to THINK they are. These actions separate the true leaders from the fakes. In these turbulent times, Adams County needs a real leader. Not someone tagging on coat tails. Not someone who has just been 'nice' to everyone. Not someone who is gruff and tough and thinks that intimidation is power (imagine a Sheriff like that!). Adams County needs someone who can lead us through the tough times ahead -- Someone who is strong, level-headed, experienced, community-oriented, and capable. There is only one name that can fill those shoes. ONLY ONE! It is an easy choice if you look at the facts. Chuck Mayfield is the ONLY person in this race who qualifies as a true leader in every aspect of his life. If you will look at the history of each candidate, I think you will agree.

Jandc1983. Is President Obama considered african american , caucasion or both? After all he is both is he not? Shouldn't it be the first mixed American President?

Randy Freeman and Ray Brown are great guys. I worked with them for 10 years as well as Mayfield and Cox. I have to say though, Chuck Mayfield, in my opinion, is the best man for the job. ConcordiaParent: Chuck was not forced to leave Metro, he was replaced by the incoming Sheriff Ronny Brown along with 15 other employees. I know, I was there!

Did anyone else notice in Cliff's letter to the voters of AC where it said, "the people of Natchez have been paying for deputies to patrol within the city streets. But it hasn't happened...". First of all, doesn't the police department patrol the city streets? and second, if it hasn't happened, why? Cliff was working for that administration that supposedly didn't do it.

well I voted Craig Godbold....
I know the money in AC was behind other candidates, you can tell that from the fact that others have so many big signs up EVERYWHERE, annoying if you ask me, more reason not to vote for them in my mind
I want a Sheriff that doesn't give in to special interests and big money
I want a Sheriff that has worked his way up the long hard way and has remained beyond reproach, you never hear anything bad about Craig Godbold, other than the street punks saying they are afraid of him....more reason to vote for him, everyone that has had a run-in with Craig and was on the wrong side of the law - WENT TO JAIL.......the street punks don't want a dogman on their tail, BUT I DO....
NPD 20 years, now Detective of Criminal Investigations, has been K9 officer, served as Tank Commander in Desert Storm.......
Craig probably won't win the election, but it will be Adams County's loss.....

Well, if Godbold stays as Detective then they county won't miss him too bad.

For those who have not yet been to the polls, PLEASE go and PLEASE VOTE for Chuch Mayfield. Chuck is truly committed to serving Adams County as a good, balanced, professional law officer...AND he is NOT attached to special interest and obligation. His humility-which another candidate certainly does not have-is a significant trait; it tells me that his judgments and actions are thoughtfully based on fact, fairness and experience and not influenced by ego or need to "show whose boss". Also, look at his campaign with much fewer $$$$$ than some other candidates. It just isn't rocket science. Vote for Chuck!
